IPEDS 12 Month Enrollment and Completions Approved through PESC as Education Community Data Standards
PESC's Development & Approval Process Ensures Consistency, Transparency
The Board of Directors of PESC - the Postsecondary Electronic Standards Council is pleased to announce the release of 12 Month Enrollment (4 year and less than 4 year) and Completions XML components of IPEDS - the Integrated Postsecondary Education Data System as Education Community Data Standards approved through PESC's development and approval process.
IPEDS data collection, administered under the National Center for Education Statistics (NCES) of the U.S. Department of Education, currently encompasses eight survey categories. The first phase of data standardization focuses on the student-based survey categories in which Graduation Rates, Fall Enrollment, Student Financial Aid and now 12 Month Enrollment and Completions have already been approved through PESC's development and approval process and are now PESC approved standards.
"Transparent collaboration is our cornerstone principle," states Michael D. Sessa, President & CEO of PESC. "The open development and approval process, which can be used as a model across the education landscape, is customized to be responsive to the changing and sometimes urgent needs of the community, and can be expanded to ensure additional representation and a level playing field."
The development and approval process is lead by a diverse constituency of technical and non-technical stakeholders and managed by PESC's Standards Forum for Education, comprised of the Change Control Board (CCB), Technical Advisory Board (TAB), Steering Committee and development workgroups. The entire process is documented and online at www.PESC.org as PESC's Policies and Procedures Manual v 1.0, comprised of the Submission and Approval process, PESC's Guidelines for Data Modeling and XML Architecture and the User Guide to the XML Registry and Repository for the Education Community.

IPEDS XML Components for Graduation Rate Reporting Approved as PESC Community Standards
The Postsecondary Electronic Standards Council is pleased to announce the release of XML components for graduation rate reporting for the Integrated Postsecondary Education Data System (IPEDS) as PESC approved community standards.
Sponsored by the National Center for Education Statistics (NCES), IPEDS was implemented to help NCES meet its mandate to report full and complete statistics on the condition of postsecondary education in the United States. IPEDS provides NCES with the basic data needed to describe the size of the postsecondary system in terms of students enrolled, staff employed, dollars expended, and degrees earned. As of Fall 2007, the IPEDS universe contained approximately 6,800 Title-IV participating institutions, and approximately 200 non-Title-IV institutions that participate voluntarily.
IPEDS data collection currently encompasses eight survey categories. The first goal is to have PESC approved schemas for the student-based survey categories: Fall Enrollment, Twelve Month Enrollment, Completions, Graduation Rates and Student Financial Aid. XML Integrated Postsecondary Education Data System (IPEDS) Approved as PESC Standard
The Board of Directors and Steering Committee of PESC - the Postsecondary Electronic Standards Council are pleased to announce the release of the Integrated Postsecondary Education Data System (IPEDS) as an approved education community standard.
"[NCES] would like to offer to the IPEDS community an XML-based method of uploading data, and concurrently, we would like to have our XML schemas approved by PESC for use in the postsecondary community," Elise Miller, IPEDS Program Director, National Center for Education Statistics, U.S. Department of Education, stated in communications with PESC. "While the IPEDS data collection currently encompasses eight survey components, our first mission will be to have PESC approved schemas for the student-based survey components: Fall Enrollment, Twelve Month Enrollment, Completions, Graduation Rates and Student Financial Aid," Ms. Miller continued.
"PESC provides a balanced and neutral environment in which policymakers and business leaders can work together with data experts across various sectors to create and maintain tools and standards that enable efficient data exchange and reporting," stated Michael D. Sessa, PESC President & CEO. "The value-add and strength of PESC have always originated from the leadership of PESC's membership - that is volunteers who invest time and resources and believe in bringing true interoperability to the higher education lifecycle."
